The Cato Institute admits they are counting Embassy Marines.

I don't like Cato. He was a war monger. He started every speech with "Carthage must be destroyed." Carthage had already been defeated twice and reduced to a city instead of an empire. But, Cato was a George Bush type and still saw the weak little African city as a threat to the huge Roman Empire.

Also, Cato slimed Scipio Africanus at every opportunity. Africanus had only defeated Hannibal, who was the greatest threat ever to Rome.

Eventually, Africanus became the Bill Clinton of his day, hated by his opponents because of his record of success. Cato convinced the Romans to sack Carthage and sow the fields with salt so no economy could take hold there again. Of course, they hounded poor, old Hannibal and force him to kill himself in his old age. Scipio was against this bloody vengeance, but Cato had seized power.
