IF there is a three way splitup of iraq, who gets sunnistine? It would exist initially as a non-viable state. Expansion of Syria in that direction has been talked about so trading their kurd area for sunni iraq is bizarre but not impossible. As for iran, I dont know the geopolitics of the area in question. Does Iran see it as critical for defensive reasons?
