He is ignorant and does intentionally misrepresent as well. Not an eother or situation with him. He is an extremely unhappy person. Likely it is that he feels inadequate and with no control in his life.

People like Tejek are either ignorant or entirely misrepresent the situation for an ulterior motive.

JDN, I can't imagine what his problem is. Anyone that makes such a stink about surveillance of any citizen that might be, or become, an enemy of the nation, usually has something they don't want anyone to know. I still think he is paranoid, and afraid of his own shadow.
