It probably is true that increasing the A/S and issuing a large block of shares is like waving a "come and get it" flag to shorts who see the ownership dilution and "pile on" to drive the stock down. Still, if such activity is organized, it still qualifies as a Bear Raid and thus my statement stands. I believe that shortly we will get a better view into the reasons for the A/S and O/S increases.
This all just my personal opinion of course.

Well now.. that is a really naive question. Please call the company and quit relying on Google. What did people do before Google? Try it... unless you cannot afford the call.
