Replacing the model that now defines how service areas are administered has long been a notion of mine that I think will happen in pockets, first. It's actually been happening in the cable area for some time, enabled by the longer routes that HFC supported, thus enabling the consolidation of head ends. But telcos still carry the burden of maintaining copper plant, so their central offices will remain high in number for a while. Where they "are" concentrating heavily in fiber, e.g., FiOS, they've earmarked only two consolidated head ends to serve the nation. For video, at least. I've actually contemplated a mesh topology for the last mile as opposed to star distribution from the CO, but proving such a concept in would take a lot of conversations involving cutting-edge optical and wireless technologies, and a test bed that no one, I'm sure, would be willing to risk, just yet.
