Bush is the biggest deficit spender in history. Even adjusted for inflation, he's worse than LBJ and has borrowed and spent more than all other presidents combined throughout the historyt of the USA. That's very very reckless, damaging and short-sighted of him. He deserves the boot.

if the Republicans hadn't insisted on a balanced budget...

The last time I checked, it was the SAME Republicans who are now running up the huge deficits. So it makes no sense to believe that this crowd was responsible for the budgetary discipline back in the 90's.
