The old management is gone and Cornell is in control of the shell. They recruited McMillen, who is already sitting on over $40 million from a blank check IPO earlier this year. I suspect that Cornell is counting on McMillen to do a deal with one of the rejected Fortress America suitors.

Assuming that McMillen know what he is doing, Cornell can probably make some money on CESY without a lot of smoke and mirrors. They still need to do a serious reverse split. I am not a buyer until they clean up the capitalization.
