The attribution I read years ago was to Bismarck. I suspect Sir Winston was referring to him. The reason is that Churchill wasn't all that critical of socialists, being more interested in other matters of empire...

However, had Churchill gotten a bug up his ass about socialism, we'd have had volumes of delightful quotes about bond whores, collectivists, and elitists who are so magnanamus giving away OUR money. Their might not even BE a Ted Kennedy.

Too bad...the re-emerging conservative movement in the US in the 50's had to be satisfied with the considerable wit and wisdom of Edmund Burke.
