You didn't answer my question. Who pays those costs now and how would it be any different if drugs were legal?

We have a drug problem now. There are costs associated with it. For individuals such as your family member who are addicted, how do the costs of assisting or compensating for that family member change if drugs are legal? Will the Betty Ford clinic raise its prices? Will wrecked cars be more expensive to fix? Will it cost more to clean the puke off the floor? How would the costs be higher for your family member? Your focus seems to be on cost so that seems like a question that needs to be answered.
