That is generally what the courts are for, although the republicans have greatly damaged the trial system in this country.

And are your for the same agreement on the part of alcohol drinkers? How about smokers? How about cell phone users? What about people who engage in high risk activities? How about people who get diabetes because they've abused their bodies- now that's an EXPENSIVE disease. So why just certain drug users?
