Yes, besides the hot climate and the tropical diseases which go with it, this is very important. In SA unfortunately, there is so much poverty and such a culture of crime that when a poor black does become entrepreneurial and does well, the others get jealous and often kill kim. I know it sounds incredible, but I've seen many examples already. It therefore strikes me that for a free enterprise system to work there has to be an effective policing and criminal justice system too. I know many people, and not only whites, have left SA because of the horrendous crime -- often, in fact, due to the multitudes of illegal immigrants from the rest of Africa which have swarmed into the country. Thus, I say that government does have part to play in national development -- and it's not just in seeking aid for the wealthy but it is in taking responsibility for one of the basic functions of government, namely the maintenance of law and order.
