So what is your solution? Don't imprison law breakers? Unless it is for a serious crime? BTW....the numbers of people incarcerated has " skyrocketed," your article says..... but it also says the percentages are down for numbers of 'violent' offenders (your article says: declined from 55% to 47%.7 Seems to me you'd better get some actual numbers for clarification .... 7% of what larger number for violent offenders....? And also, look at your number: $24 billion of that will go to incarcerate 1.2 million nonviolent offenders WHY are we spending $24,000,000,000+ for 1,200,000 offenders.... Who made that budget up???????
