No. It's still a leak of classified information and that's still illegal. Whether the leak does harm or not, it's still illegal.

What I'm addressing is the polemics--the assertion that the leaker and the Times have compromised our intelligence, harmed our country. I happen to think assertions should have some foundation. Silly me.
