When was the last time 11 million people were filtered out of a huge society, picked up and taken anywhere? What would the costs and logistics involve to find and move even 10% or less of them? We couldn't manage that much, and it would be a failed policy with a 20-30% success rate, much less 10%.

It will never, ever happen, as emotionally gratifying as it may seem as a fantasy. The notion just diverts debate from realistic solutions, IMHO.
