You don't need to know the current cost to analyze the difference between current costs and post-legalization costs. You simply look at the differential. You look at what's different. Would a bed at a rehab facility cost more with legalization? There's no reason to think that it would. Sheets still cost what they cost. Nurses still cost what they cost. Tuna salad still costs what it costs. All your data obfuscates. The key is to isolate what would be different and ignore what would be the same. Tell me what it is about the costs created by your relative that would be DIFFERENT with legalization. If there's nothing different, then it's irrelevant to the question of whether to legalize.
