I am not sure if the biggest code base is still COBOL but I am sure it is still near the top. However, I don't agree with your comment about compilers and especially Java as it is interpreted and even with the best of JIT compilers cannot match C++ in performance.

Java is very popular if not dominant in the business community today across the world. Note the high percentage of Java use and at the same time note that .NET is not a language but a framework usable with many languages.
