Bush wasn't wiretapping Al Qaida suspects, he was wiretapping domestic opponents. If he was tapping Al Qaida suspects the FISA court would bend over backwards to give him immediate carte blanche. But Bush avoided them and congress. Why? Only one reason. Just common sense. Bush couldn't tell anyone who he was (and is maybe) spying on.
