The House and Senate democrats were told to avoid an investigation by the Democratic Party leadership. They knew that the republicans had the goods on their chicanery, including illegal registration and votes in Florida by New York Democrats. The only tactic that the Dems could take was to claim foul and build an image of an illegitimate President rather than taking steps to prove it, because they couldn't risk that spotlight.
