The DOD was reported spying on peace groups, then the FBI was reported spying on vegetarians and environmentalists (plus everyone else to the left of McCain), so since those orders all come down from the White House it's safe to assume that Bush used the NSA in similar ways. Otherwise, why would be avoid the FISA court? He has not provided any credible excuse or reason for that yet. FISA is very liberal and allows plenty of time to get warrants retroactively. This proves Bush was doing something he didn't want anyone to know about, something illegal and highly unethical.
