At no stage or point in time were the public or firearm owners or organizations given the opportunity to question the policy of the Act. The government ignored a petition with 380,000 signatures. Thousands of submissions had been discarded unopened. The first draft received 2000 submissions and the second 450 submissions. No other bill has received as many submissions. All suggestions on policy were ignored. The new South African Firearm Control Bill (B34D-2000) has now 'passed' both houses of Parliament. It has been approved by the Portfolio Committee on Safety and Security, been voted on by the National Assembly and found its way through the National Council of Provinces. Never in the history of South Africa have the SAPS and government stooped to such low levels and processes of lawmaking. <<
