This was, indeed, a small start for a trend that will expand over the years. But it helps to remember that McKinney was only "suspended" from the House for one term for anti-Semitic statements. Having duly punished her, her big-money left wing patrons allowed her back in.

It was the taken-for-granted casual left wing white racism at work. Ante-Bellum slave owners and traders would be APALLED at the cynical racism of the modern American left...
