I don't understand your point in citing the definitions of various security clearances. The material leaked was supposedly classified. Violating that is an infraction. That's one thing.

Assessing the size of the leakage related to that infraction is another matter with it's own scale. (It's measured in cat anatomy, you know, whiskers being the lowest damage level. <g>)
