Perhaps I was a little strong in my wording! I think the format and requirement of technical reports are very good; they provide a very good baseline in the worst case, and much more in the best case. However, these reports are really not much different than those required as independent reports in the past. In this regard, I think that some investores feel that they are "protected" by the reports, especially after Bre-X et. al. Look at the technical report for Corex, for example: one of the authors is a director and officer of the company. This is far from independent, although both authors are qualified (whatever that means-look it up) and the signatory is supposedly independent.
