I'm thinking the rot is pervasive.

Fixable?

I think so - if action is taken.

To sit back and twiddle our thumbs is NOT the solution.

Gimme a candidate to vote for who sees the problem, admits there is one and vows to remedy the situation.

Bread lines are not an acceptable solution - not nowadays.
