I disagree. If you're the only who believes a value, then you are inevitably left at least partially on the outside of a trade. A legal definition of value is what a willing buyer would give a willing seller, neither under undue constraint and each with access to relevant information. There is no doubt that policy affects market price. If margin were to go back to the 1920's, 20% -- then there would be an artifical increase in price and an element of instability added to the equity markets. Naked shorting does much of the same thing.
