Yes, but managerial actions (and subsequent results) are perhaps the primary drivers of the stock price.

Also, for these junior resource stocks, their stock price / market capitalization is usually about 80-90%+ of their capital structure. If they don't care much about their capital structure, perhaps they shouldn't be running a company.
