I don't know if we can- if people are out there emotionally bonded to the position that addicts are evil criminals. Most people can't approach an emotional position pragmatically, so in part the answer is to help people understand that their emotional position is a bit "off"- IF they are thinking of addicts as evil criminals who are somehow equivalent morally to murderers and child molesters and rapists. You'll notice that KLP connected drug users to rapists and violence- and I think that view is more common than you might think (even though alcohol is the more logical substance to connect to violence).

We can approach the drug question from a purely pragmatic public policy perspective--costs and benefits.

This is the way the debate should be waged.... excellent point.
