The reason alcohol is connected to aggressive behavior is because the drug has that effect on people. It's part of the mechanism of alcohol as it interacts with the human system. Pot (for example) does other things to people- but making them more inclined to rage is not one of those things. The mechanism by which a drug interacts with the human body has nothing to do with legality- and very little to do with time it's been used- unless you want to talk about the evolutionary impact a given substance may have had on human populations.

Educate people as to the personal effects of using either/both types of drugs, AND educate them as to the potential social consequences of using either.

This is the only logical way to treat the symptom of our drug problem. The earlier education takes place the more effective enlightened behavior will be. IMO this also has to be done in conjunction with legalization and regulation in order to demystify drugs and get them out of our schools. If you've a teenage child ask them which is easier to get now days, drugs or alcohol? I'd wager the answer would be drugs every time.
