Kay isn't the controversy about this issue more that authority to do it was usurped and did not go through proper channels. It has to do more with abuse of power than with the actual act.

AM I incorrect on this.

The survey doesn't mention the crucial issue, requiring warrants before the eavesdropping happens. It only tells us people believe in the general practice by a modest majority, not how it's done.

Either a sloppy survey or one designed to obfuscate the real issue, IMHO.
