I could be mistaken but I think that's about going around the parents to a judge when the 13 year old is at risk from the parents, not a blanket option.

Personally, I try to imagine likely scenarios.

When a 13 year old is pregnant and wants an abortion, the odds are that she will NOT want her parents to know anything about her pregnancy and termination. Some might be inclined to bite the bullet and tell it to their parents. Most others would be tempted to find a backstreet butcher to abort their babies. For a teenager, death from disease or excessive bleeding might not be not as real a threat as a furious parent.

There is the problem. I don't think 13 is an old enough age to be sexually active for a young girl, either. But the choice is NOT between "let's have them stay virgins" and "let's allow them free sexuality", because they are not asking for our permission. The choice is between pushing these girls to shady persons of dubious medical background versus allowing them easy access at sanitary conditions and real doctors.
