Lay was well-known to be Bush's #1 choice in top DC circles. It would have been a coup for Bush to put his #1 best corporate crony in such an important job. He hired every other one, didn't he?

Besides, Bush owed Ken Lay everything. You have no idea how much Lay did for Bush, and vice versa. Almost like partners. They are symbolic twins . Bush and Lay. Two crooked, selfish schemers abusing their wealth and connections.
