As I mentioned in an earlier post, Tim...let one or two states gather the numbers of the current ILLEGAL and LEGAL drug use (drugs and alcohol) from every source (police, prisons, state emergency room hospitals for causes of admittance, fire departments for causes of the fires, insurance companies for causes of the accidents or deaths on the highway...etc etc etc)and then have those one or two states be the control after the drugs are legalized. Go back to the same agencies that had the criteria in the first place, tally this criteria, and see if there is a delta difference in the data. Have you got a better idea as for gathering the current info that is out there, but currently we have no overall agency that is gathering ALL info....
