Given the functionality speculated, there just isn't any way to produce something for $20 unless heavily subsidized somehow. Now they could spin an ASIC with an ARM core and integrate the peripherals, baseband and MACs for the 802.11 and the Bluetooth, and controllers with some DRAM, flash and radio attached gluelessly running embedded linux of some sort, but it still would cost more than $20 to manufacture. Plus several million dollars worth of NREs and IP fees.
