ARM offers their designs for use in ASICs with lots of support. I don't know of any standard cell x86, so yes, AMD could do something like that. Even though a x86 core is pretty large, ARM cores are often under 10 mm^2 on 130nm processes, the code base for x86 is a lot larger.
