to deny the cultural 'gate keeper drug' aspects is simply to deny the obvious.

If you change the context in which the substance is used, in this case from a furtive and clandestine one, it will change the culture in which it's presence is found. The main difference will be that pot smokers no longer have to hang out with criminals.
