You are right. It is a question of the scope of those powers and, yes, the courts will and should arbitrate this issue.

I will accept it if the ruling is that he acted within the powers granted. I hope that you will accept it if he his been found to have gone beyond them. As you say the legal experts are divided.

All I have tried to point out is that it is not cut and dried issue about whether we should be tracking down and stopping terrorism. It is possible to go too far even for that endeavour.
