Looks like they are trying to defang ERISA and defund PGBC. All part of the GOPs grand plan to turn the USA into a third world country. I actually believe there should be very few restrictions on pension investments outside the prudent man rule. The way it works now, pension managers buy indices of large crap stocks to protect themselves. That works to the detriment of returns and capital formation for the more productive companies and products in the country. The problem is, pension fund managers are nearly always some dumb guy who screwed up everything else he touched at the company, union or whatever. Often the CEO's otherwise unemployable brother in law. <G>
