Sure they are. (They certainly did it previously in history. :) In fact, the ONLY reason that France has such a relatively large Islamic population now (about 10%, I believe, the largest in Europe) is a result of their COLONIALIST past: They colonized ('conquered' is another word) Algeria... fought for decades there, then... when they lost out to Algerian nationalism (just as they lost out to Vietnamese nationalism on the other side of the globe), they granted French citizenship to their former allies in the Algerian conflict (& the sons and daughters of same), who then emigrated to France. That ain't gonna happen again.
