USSR and Cuba did that 20-30 years ago already. Also China put in the Tan-Zan railway at enormous cost. But what is there to show for it all?

The West is smart -- it keeps its "aid" in its own pocket and lets the politicians and their wives come to the countries of the "givers" to spend it. It's simply a bribe, in other words.
