Well, I would suggest first just getting out of the way of the Civil War. Events are ALREADY unrolling in a favorable direction for US strategic interests.

The war *already* seems to be underway. The path of least resistence is for Sunnis to attack Shiites, and for Shiites to attack the Sunnis in return... and for BOTH to employ terrorist tactics in their dirty war. (The Sunni insurgents ALREADY have the Sunni al Qaeda offshoots backing their cause, while the Shi'a fundamentalists in Iran are busy arming and training the DOZEN or so Shiite militias, like the Badr Brigades, which are already in effective control of Basra and much of the south, and of the Interior ministry, and have *themselves* been accused of 'terrorist' tactics in the Baghdad area, rounding up and murdering at night various suspected Sunni insurgents.

(You are perhaps referring to the EFFECTIVE plan the United States had during the later Reagan years, and the first Bush administration, in which we 'egged' Saddam on to attack the Iranians... and then shared strategic satelite intelligence with him to keep him from losing. THAT was an 'effective' policy in the sense that it achieved it's goal of keeping TWO enemies of the US fighting each other for 10 years, unable to do much of anything against us for the duration, and left them both greatly weakened. No 'secrets' required....)
