What also happened is the public acceptability discourse has been both dumbed down and hyped and that has happened on both ends of the political spectrum I think the better way to express what Russ accomplished is to say that he took the new conservative intellectual "thinktank" viewpoint and got it across to the common man. What you are calling "dumbing down" was exactly this. Remember, he came to prominence at the start of the '90s, just after the Soviet Union collapsed, and made people aware of the worldwide failure of socialism, and that the conservatives had a solution to replace it. He was the anchorpoint of the '94 conservative rise to power.
