I'd expect her to use that as part of her efforts. FWIW, I don't see it as anything but an accident. She was just barely 17, had a girlfriend in her own car, and was likely oblivious as many teens are.

The lack of a citation probably reflects a call on the part of the police and possibly the dead boys parents (I think his dad was in a car following, and saw the entire thing). There does not seem to be any point in further traumatizing a young persons life when they have just accidently killed a friend. Its not clear they were ever actually boyfriend/girlfriend. The odds of a 17 year old being able to time an accident with two cars doing 50 MPH at right angles is not IMO realistic.
