Bush's illegal spying is a high crime. The Supreme Court ruled on this 9-0 already. No excuses. Bush's claims of being above the law are hogwash. And no, CLinton and Carter did not doing illegal spying. They followed the rules. This is Bush's problem. He has set himself up and arrogantly snubbed his nose at congress and the judicial branch. We'll see how much that comes back to haunt him.

Also, we need to know who Bush was spying on. Bet you anything AL Qaida suspects would be very hard to find on his list of targets.
