check out page 186. it specifies non-memory power separately from ddr2 power. so 8.46 w max for ddr2 and 13.65 w for the core+pcie power.

No, no one supplies actual DIMMs power through MCH, the DIMM power comes from a separate switcher. MCH consumes what it consumes, as listed in Intel documentation. The reason why two different powers are listed is that the core section of MCH runs at 1.5V while the memory interface section runs at 1.8V.
