It's not an easy issue, obviously.. Especially when the supply and demand equation is taken into account.

But education holds the key, IMO. Educating people about the social costs of hard drug use, as well as the exploitation that occurs in the societies that produce them.

And it doesn't hurt to explore how our demand for drugs is destroying the societies that produce them. For example, I recall doing some research while in college related to Narco-Terrorism in Colombia. Judges were being killed by "Sicarios" for a measly $100 per hit. And on top of that, the drug cartels were selling their low-grade crack cocaine, laced with all kinds of precursors, to the children in Colombia. It was/is called Basuco and it was effectively so poisonous that is was chemically lobotomizing these kids.

Such education should be part of any educational demand reduction program. There must be a "cause-effect" relationship taught to our young people, and a sense of responsibility for the repercussions of their use of hard drugs.

Of course, some won't give a crap.. But that is an indicator of a far greater problem of socio-pathic behavior that is present in all societies and presents a greater danger unto itself.
