You can still have workplace where careers are at risk. Whether or not drugs are legal, job performance problems put careers at risk. That disincentive remains.

If we legalize hard drug use, we're going to need to revisit some of our social entitlements to determine how to compensate the rest of society who chooses NOT to engage in such behavior, but shares the cost of those who do.

I don't see how or why compensation for non-user victims would change. We may want to revisit that in any case, but I think it's independent of legalization.
