Well, it's certainly an argument for legalizing cannabis..

Give society an "inch", but strongly advise them that they can't have the "mile".

Coke and meth would be tough ones to figure out - they are a huge part of the drug trade so you want to undercut the criminal element in them, but they are also very damaging to people. I doubt they would end up in a final version of any plan.

I think this is where we're facing the greatest issue. As you've stated, hard drug users will remain as such. And since even the Netherlands have not legalized such hard drugs, and strictly enforce laws against smuggling and distribution, it would seem that even they do not believe legalization is appropriate.

But hey... Pot and Hash? It should be legalized, IMO.. It would make me want to buy into a convenience store or coffee shop franchise so I could take advantage of their evening "munchies".. ;0)
