What the neocons don't like to admit is that crime is much less of a problem in europe, which despite having a larger population has far less people incarcerated than the US, and has an actual social safety net to save people from homelessness, lack of medical coverage and hunger. Less of it's people are driven to crime - it's an elective in europe, not a requisite forced on people. On top of being more effective, the european solution is cheaper than our law enforcement and lock 'em up answer.
