There's a of ton of logistics and organization that go into any smuggling operation. It's not something that people do with a short-term focus, except in the rare case someone tries to mule back a kilo or two into the US while on vacation.

It is probably a little more complicated than the way I pictured it (but probably not that much more complicated).

It is unlikely that a criminal type can provide end to end services (produce it, transport it, and sell to the end user).

Chances are there is some middle person (or organization) that is connected to people that appear to be legitimate (politicians, financiers, law enforcement, business organizations, Importer/Exporter, etc) involved.

These people are not going to be distributing to the end user. There may be several layers between the final sales person to where the people are dealing in bulk. Those people at the tail end of this distribution channel are probably where the real criminal element dominate. And those are the people that come and go (into graves or into jail).
