Depends on who is the object of the "against."

The founding fathers outlined our rights--protections against a potentially tyrannical government. They did not intend to hamper the government from protecting us from enemies to the country.

So we find ourselves in that crease where protecting us from enemies and protecting us from a tyrannical government meet. Seems to me that those yelling the loudest are cavalierly ignoring one danger or the other.
